Hm. Well, if everything is made of Dust...maybe it is just transference of energy from one form to another. It could be possible.

That makes sense as to why they're so powerful and untouchable, but it makes it even more confusing as to why they're here in the first place. I mean, it sounds like these Angels are on a whole different plane--so why use the citizens?
